For the most part, the tables are captured along with column definitions, but I'm not able to save the changes. What type of privileges am I missing? 
Hi,
As what user are you performing the Capture Design? As the repository owner?
It seems that your Capture Design hangs on not enough rights on
rm_text_lines
Look in the scheme of the repository owner at the grants for rm_text_lines

Some privs were missing from role CKR_DESIGN as part of the repository creation tool -- DBA had to manually had them.

DBMS_JOB and AUTHENTICATION

When I run my procedure from SQL Worksheet, it works fine.
When I submit that procedure into the jobs queue(DBMS_SUBMIT(...)), it does not work
and it throws exception
-1005 ORA-01005: null password given; logon denied

I had a similar problem which was resolved by increasing the LARGE_POOL_SIZE to 2 MB
